New fuel subsidy plan in the next 3 months!

The announcement of a new fuel subsidy plan is not likely to happen anytime soon as the cabinet meeting to discuss the subsidy issues as revealed by Second Finance Minister Tan Sri Nor Mohamed Yakcop last week did not happen. Deputy Prime Minister Najib Razak told Bernama yesterday that several ministers were not able to make it to the meeting, and a few others requested that the meeting be postponed. The cabinet will meet again on this coming Wednesday, so let’s hope the discussion happens this time.

Second Finance Minister Nor Mohamed Yakcop mentioned earlier this week that the subsidy pan will be unveiled before the Budget 2009 meeting, which will happen on the 29th of August 2008. This means the new subsidy plan will happen anytime within the next 3 months.

In other fuel related news, the Domestic Trade and Consumer Affairs Ministry (DTCAM) has released a letter stating that a ban on selling fuel to foreign cars will only come into effect next week instead of yesterday, and it would only apply to the northern area within 50km from the border. The ban down south 50km from the Singaporean border will only start on the 9th of June 2008.

I have been thinking and maybe a subsidy card-based solution could be used. Limit the amount of subsidised fuel that can be purchased by a person every month to say, RM300 a month. If you use more than this, you pay market price. This should take care of the majority of low income earners who do not spend that much on fuel every month.

To prevent a high income earner with multiple family members or friends from applying for multiple subsidy cards to enjoy more subsidies, only the car owner should be allowed to apply for the card. Just pass it around to whoever’s driving the car at that time.

Motorcycle owners can apply, but the amount of subsidised fuel allocated will be much lower, appropriate to how much a motorcycle uses. By tying the issuance of a subsidy card to vehicle ownership, the government can even deny the owner of an expensive car a subsidy card. Just have one fixed amount of subsidised fuel to allocate for cars, and one for motorcycles. If you are eligible for subsidised fuel but have to use more than the reasonable allocated subsidised fuel each month, you just top up the balance of what you need to use at market rate prices. This encourages people not to waste fuel as excessive usage will have to be paid for at market rates.

Does anyone see any problems or holes with this idea? I can already think of one. A high-income person with an expensive car may think of buying many cheap and old second hand cars to allow him/herself more subsidy cards to be used to pump fuel for an expensive car. I am not sure how to go around this. Maybe limit the amount of subsidy cards that can be held by a person, but that would be a problem for a dad who needs to apply 3 cards for himself and his 2 children who drive cheap second hand cars that are registered under his name. Of course, he could just have the cars registered under the children’s name instead.

Any ideas? Please tear the idea in this post apart and improve on it, or suggest your own ideas, anything - let’s make this a fruitful discussion. For things like company cars, fleet cars, and etc I really have no idea at this point on how to tackle it.

Taiwan also faces fuel subsidy problems as we do, and on Wednesday hiked prices of petrol up by 13% and diesel up by 16%. Petrol in Taiwan now costs 33.9 Taiwan dollars (RM3.57), up from 30 Taiwan dollars (RM3.16). According to the Taiwanese government, this hike only covered 60% of increases in crude oil prices, with the remaining 40% to be split evenly between the government by reducing fuel taxes, and the state-run petroleum company CPC Corp.

The Taiwanese government will be subsidising the island’s 90,000 taxis by providing subsidised rates for the first 450 liters used per month. This is somewhat similiar to the idea in this post, except we have to figure out how to allocate those subsidised liters effectively. Taxis are easy - just one taxi per taxi driver and no need to differentiate between the rich and poor.

It’s actually really hard to imagine any kind of fair subsidy control being implemented when the government cannot even stop people from littering or pasting up illegal advertisements all over telephone poles and etc, but maybe when money is at stake things will be different.

UPDATE: Someone close to the cabinet committee enlightened me on one factor that I think alot of us all missed - time and cost forimplementation. Any form of card-based system will take a long time to implement and involve investments. Who will bear the cost of installing the card reading machines etc at the petrol stations, the petrol stations or the government? How will the government handle the processing of subsidy cards for every single eligible person in Malaysia, etc. A subsidy system that uses a card or something similiar will put money into the hands of the IT industry, perhaps unnecessarily.

A cash-based subsidy system where subsidy money is given directly to those that meet the criteria of eligibility of subsidy is much more cost-effective and can be implemented much quicker.

Nissan Frontier Navara 4WD

Edaran Tan Chong Motor Sdn Bhd announced yesterday that it will be launching two models this year. One is the Nissan Sylphy, which only comes with one engine variant, a 2.0 liter model powered by the MR20DE. The other will be a pick-up truck, which is likely the Nissan Frontier Navara 4X4 that is sold in Thailand by Siam Nissan Automobile.

The Nissan Frontier Navara, or known as the Nissan Navara in other parts of the world, sports a rather impressive specifications list in Thailand including transmission choices that feature either a 6-speed manual or a 5-speed automatic. The gearing for the automatic features a strong 3.827 first gear ratio and a single overdrive ratio.

Even the 6-speed manual has a first gear ratio of 4.692 (compared to the Ranger’s 3.905), which guarantees oodles of fun for those who like pushing off from a stand-still and feeling a turbodiesel’s massive torque. The truck’s 4WD system is now electronically selectable via a dial on the dashboard. The engine under the hood is the Euro3-compliant YD25DDTi commonrail turbocharged intercooled engine which uses a variable geometry turbocharger. It produces 174 horsepower at 4,000rpm and 403Nm of torque at 2,000rpm, easily the most powerful pick-up truck in its class. We can probably expect similiar specifications.

Size-wise, the Frontier Navara has grown larger compared to the Frontier SUT that is on sale currently. Wheelbase has increased from 2,950mm to 3,200rpm, while length, width and height of the Frontier Navara is 5,125 x 1,850 x 1,780 compared to the Frontier SUT’s 5,080 x 1,825 x 1,715. So the new truck is wider, taller, and longer. It can handle a payload of more than 1 ton (1,050kg), and has a towing capacity of 2,700kg thanks to the high 403Nm of torque.

Does it get any better?
Aftermarket tuners give us little pause throughout the year and this is especially true with last week's releases. At the very forefront of all these new supercars is the Edo Competition Enzo which probably isn't even in its definitive form.

Edo is the first company to offer a tuning program for the Enzo. Their showcar has a new suspension, exhaust, transmission control unit, interior and matte-black JR wheels.

Beside this new Enzo the rest of our tuned-supercars are second-rate: Gemballa have extended their Avalanche program to include the GT2, Prodrive have upgraded the Brera for the British market, MTM have supercharged the Audi S5 into R8 territory, and PPI have made the Audi TT slightly better.

Over the last few days we were happy to hear that Bonhams will be auctioning E2A, a unique prototype from Jaguar's successful motor sports history. They expect the car should fetch in excess of $7-million USD at their public sale in August. We ran into E2A in 2002 and had a opportunity to photograph it inside and out.

Proton Saga Baru

This is the new PROTON SAGA BLM. It looks very much like a MERCEDEZ C-CLASS from behind. This is a good head up for PROTON. I am sure this will be the main attracting factor for people to purchase PROTON SAGA BLM BARU. But the interior is very dissappointingly bad. It looks very cheap although the audio CD radio set is from CLARION. But to drive away a MERCEDEZ BENZ C-CLASS for RM35k is certainly a good bargain, don’t you think?

Subaru Impreza WRX STI and 2.0 S-GT

Motor Image is looking to reignite the Subaru brand in Malaysia with the introduction of the new Forester and Impreza hatchback between June to August. This includes the highest factory spec Impreza possible, the 2.5-litre, 16 valve, turbocharged WRX STI.

Shannon Teoh was in Singapore to get an introductory feel of the two new Imprezas that will appear on our shores this year.

The problem with a launch in Singapore is the lack of any feasible area to test a car outside of everyday driving situations. While this might be fine for any normal family car – which the plebeian versions of the Impreza definitely are with its sedate new styling – the 247hp 2.0 S-GT, let alone the 296 in the STI, demand a more clinical challenge.

Motor Image did locate a short slip road with a couple of switchbacks but due to the fact that there were only two STI testers and media from the entire region were here for the one-day only event, we were each limited to one pass each way, hardly allowing us to build towards the limits of the STI’s adhesion.

In under eight minutes with either car, a few snap judgments had to be made. If motoring journos in Malaysia are fortunate enough to get their hands on a test unit when it finally arrives here – prospectively in August – then you’ll probably hear more about the STI’s performance on Malaysia’s more “liberal” roads.

What I can tell you is that the two cars are worlds apart. The S-GT is basically a WRX spec car and a twin-scroll turbo results in it producing 247hp at 6,000rpm and 333Nm at 2,400rpm. Despite these figures actually trumping the 2.5-litre WRX (224hp and 306Nm), it certainly doesn’t feel that way. It doesn’t even feel like it could outrun, say, a Volkswagen Golf GTI.

Although this might be due to some sort of transmission lag with the rather unsatisfying four-speed auto ‘box. Certainly, it didn’t seem like peak torque was coming at 2,400rpm and in fact, was closer to 4,000rpm before the car seemed to make haste.

If there is a manual version, it’s not coming here, which is a shame since apparently, the manual 2.5 WRX beats the 2.0 S-GT in the 0-100km/h sprint by two seconds with the S-GT coming in rather unimpressively, just under 8 seconds.

There was no real opportunity to test the symmetrical all-wheel drive – where weight distribution of the drive system is evenly balanced between left and right thanks to the four-pot boxer engine – although the ride seemed decent enough.

Motor Image will be bringing this car in as the ‘warm’ family car, with the auto ‘box making it simple enough for non-enthusiasts while the Sportshift would allow some scrolling through of the four ratios for a more involved drive. Early indications are that it will be priced at 170 grand plus change, making it a cheaper and more sedate alternative to the Golf GTI or Honda Civic Type-R.

But if cheap and sedate are not words in your dictionary, it looks like the acronyms WRX STI will be in the next few months.

With 296 ponies charging in at 6,000rpm and 407Nm coming through at 4,000rpm, the UK spec STI will be a real steal if it does come at the RM300,000 mark that Motor Image Sdn Bhd general manager John Lim is trying to price it at. Reported to do the 100km/h sprint in under 5 seconds, it’s about half a second quicker to the ton than its longstanding rival, the new Mitsubishi Lancer Evolution X (the Evo IX was priced at RM284,872 without warranty).

It’s interesting to note that the UK-spec STI is different from the Japanese-spec STI. The JDM car uses a 2.0 liter boxer-4 engine with a twin scroll turbo good for 304 horsepower, while the UK-spec one we are getting uses a 2.5 liter engine with a single scroll turbocharger.

The thing that’ll strike you first when you climb in is how the interior doesn’t look or feel like the traditional rally-derived performance car. Subaru have tried to make this feel like a car that’s priced in its range.

With the as-confusing-as-an-M5 electronic dials and switches to adjust your Driver’s Control Centre Differential and Subaru Intelligent Drive, it definitely lends itself to the idea of state-of-the-art.

There is in fact a tangible difference between the three SI-Drive modes – Intelligent, Sport and Sport Sharp – each getting progressively happier to give you all the power you want. There was no time to fiddle with the DCCD though, which will decide the locking behaviour of the differential, giving you either more traction or more turning capability with its rate of response in re-channeling torque.

What I do know is that the AWD works in Auto well enough. Variations of throttle input in corners translated to minimal under- and oversteers in the cornering line which was held to firmly otherwise.

The only dodgy bits are the slightly under-communicative steering and the styling. If the non-STI versions are just plain boring, the STI tries to counter this with some adjustments to the front and rear end and most tellingly, bloody huge fender flares.

The wheel arches are so huge now that you certainly can’t call them boring – it’s more love it or hate it. Whatever the case, you can’t ignore it when it’s there in the flesh.

With the rather short drive time, perhaps the thing that was most impressive was the damping of the ride and low noise levels. Unlike the Evo, which usually tells you it’s a fearsome car by rattling your bones and booming out a loud four-pot harmony, the new STI is nearly disappointing in how well it reduces its 2,500cc engine to a drone rather than a roar and the way it handles bumps, holes and inconsistencies in road surfacing.

In any other RM300,000 car it’d be applauded. In an STI, well, I’m happy that my bum is comfortable in its bucket seat, but I’d have liked a bit more music.

Auto Show @ Chicago 2008 - 100th Edition

The centennial edition of the Chicago Auto Show, the second stop on the annual auto show world tour, retains its place as the biggest show in North America in terms of sheer square footage. Though McCormick Place doesn't host the overwhelming number of world debuts that come to Detroit's Cobo hall, Chicago's convention center still plays host to a number of notable debuts.
This year's Chicago Auto Show is headlined by the long-awaited production model of the 2008 Dodge Challenger. Opening acts include a handful of new rides from GM, the launch of the lightweight, high-power YES! Roadster, and the Nissan-built Suzuki Equator truck.
